Are teachers allowed to touch a pupil in their class?

I think that teachers are accountable for the safety of each of the students in their classroom.I believe that teachers cannot leave their students unsupervised to chase after a distraught student.I am getting the impression this student was totally out of emotional control and if she was prone to panic attacks the teacher should have been made aware of that fact just so they could be prepared to deal with it in a professional manner.I suspect that you were a student in the class when this was going on and I also imagine it was stressful for the majority of students witnessing this.Those students who laughed at their classmate are immature and responded in a very insensitive manner by laughing and adding to this girl's distress.The teacher could not let her leave the room when she was so upset, what if she were to get hurt by running blindly in the school or on the street.Your teacher was trying to help this girl as best he could.One of the students could have asked permission to leave the room and get assistance for the teacher.Why would anyone think this teacher was guilty of an assault.As a parent I would be thankful my child was kept from hurting herself. For the record most schools do not have a full time school psychologists or nurse on sight.If th teaher was not privy to this student having a pre.existing condition he reacted in a reasonable matter.I think any resonable person would say that your classmates have a lot of growing up to do.By the way, is this girl alright ?For the record if you are not the parent of this minor child it is none of your business and you don't need any information.
